VII International scientific and practical conference "The North and the Arctic in the New World Development Paradigm. Luzin Readings – 2014"

On April 10-12, 2014 the VII international scientific and practical conference “The North and the Arctic in the New World Development Paradigm. Luzin Readings – 2014” (Apatity, Murmansk region) took place. The conference established since 2001, was organized by Luzin Institute for Economic Studies, Kola Science Centre of the Russian Academy of Sciences. The conference co-organizers were the Branch of St. Petersburg State Economic University in Apatity, the Government of the Murmansk region and the research organization "Nordic Centre for Spatial Development (Nordregio)" at the  Nordic Council of Ministers (Sweden).

In the presentations at the plenary sessions’ speeches and discussions the Conference participants noted that under the present conditions the importance of the North and the Arctic as a zone of Russia’s strategic interests is growing. This is determined by the unique geopolitical, natural resource and socio-economic potential of the macro-region.

Summing up the domestic and global tendencies of evolving the theory and practice of development as well as economic activities in the North and the Arctic, the Conference participants identified the need for further scientific justification. Also, the practical implementation of the transition to the new development paradigm of the Russian North and Arctic as well as territorial management came into view. The essence of the first one in transition from “resource” to “human-oriented” paradigm of developing northern and arctic regions of Russia aimed at sustainable socio-ecological-economic development, population retention and “settling” of the North and the Arctic.

The essence of the new paradigm of territorial management is in transition from competition for resources to partnership and collaboration of the parties participating and interested in territorial and inter-territorial development, coordinated elaboration of strategic managerial solutions. Implementation of the indicated conceptual changes in the regional policy will help to overcome challenges of the crisis phenomena in development of regions of the Russian North and the Arctic as the most important condition for implementation of the national interests of Russia and strengthening its positions in the global geo-economic space.
