EU-Russia Year of Science at the Open Innovations Forum

The 3rd Open Innovations Forum took place in Moscow on 14-16 October 2014. The Forum is the biggest annual event in Russia in the field of innovation held under the auspices of the Government of the Russian Federation. According to the organisers, this year the Forum was attended by over 4,000 people from 57 countries, its programme included more than 150 events.

While the theme of last year's 2013 Forum was dominated by cooperation with Europe (the Finnish and French Prime Ministers were in attendance), the partner country of this year's Forum was China, with Chinese Prime Minister Li Keqiang taking part in the main plenary session, together with Russian Prime Minster Dmitry Medvedev.

The programme of the Forum also included a special 'EU-Russia Year of Science event' – a session devoted to international cooperation in science and innovation in response to global societal challenges, and in search of opportunities for future economic growth.

The session saw introductory interventions by the Head of the Delegation of the European Union to the Russian Federation Ambassador Vygaudas Ušackas, Russian Deputy Minister of Education & Science Lyudmila Ogorodova, the Ambassador of France to the Russian Federation Jean-Maurice Ripert and the Ambassador of Brazil to the Russian Federation Antonio José Vallim Guerreiro. Presentations were made by the Chair of the Working Group on Innovation & Modernization of the Association of European Businesses Michael Akim, the Director of the A.N. Bach Institute of Biochemistry of the Russian Academy of Sciences Vladimir Popov, the Director of the Department of Economics, Commerce & Science of the German Embassy to the Russian Federation Wolfgang Dik, and the Executive Director of the N.E. Zhukovsky Central Aerohydrodynamic Institute (TsAGI) Sergey Chernyshev.

All speakers recognised research and innovation as essential ingredients of any approach that seeks to address today's global challenges and to take advantage of the opportunities offered by globalisation and they emphasised the importance of international partnerships in these areas, for both scientific and commercial reasons. Joint activities in research and innovation based on the principle of mutual benefit and aiming to solve societal challenges should, according to the speakers, not be unduly politicised and should continue to be free of political turbulences. They also pointed to the consistently constructive contribution which cooperation in such areas as science, higher education and culture make to overall relations between countries. Separate discussion items were the links between higher education and R&D as well as barriers to international cooperation and ways to overcome them.
