Tomsk Region

The city of Tomsk was founded by the order of Tsar Boris Godunov in 1604 as a military fortress. Since 1804 it has been one of the most important administrative centres of Siberia, since the Tomsk Governate once comprised the territory of Altay region, Novosibirsk region, Kemerovo region and parts of Northern Kazakhstan as well as parts of Krasnoyarsk region. In the 1830s Tomsk gained in importance with the discovery of gold.

However, in the 30s of the 20th century Tomsk region lost its administrative importance due to the route guidance of the Transsiberian Railway which passed Tomsk in the south and made Novosibirsk the new administrative and economic centre of Siberia. During the Cold War Tomsk was a closed city because of strategically important institutions located at the territory such as the first nuclear centre - the Siberian Chemical Combine. Tomsk as the scientific heart of Siberia

With regard to EU-Russia STI cooperation Tomsk Region is especially important because of its high potential in science and research. Still in the 19th century Tomsk was called the “Siberian Athens”. Looking at the figures the reason gets clear. Today Tomsk has 6 universities with more than 66.000 students. Compared to the size of the city with only little more than 500.000 inhabitants, the amount of students is quite large. Two of these universities were appointed National Research Universities: the Tomsk State University and the Tomsk Polytechnic University. Moreover, there are located 3 private higher education institutions and 6 branches of Russian higher education institutions.

This high potential of qualified workforce makes it reasonable that Tomsk was also appointed one of Russia’s innovation regions.  Therefore the focus is on attracting and supporting innovative companies. The Forum of Young Scientists U-NOVUS

In this context it is worth mentioning the Tomsk Forum of Young Scientists U-NOVUS, which is an integral part of the Tomsk Innovation Forum INNOVUS. It took place 2-4 April 2014 and according to press releases more than 12000 people participated. The innovation of this forum is that it is the first one in Russia which addresses young scientists. 50 events were organized only for young people involved in the science sector. Beyond that an exposition of inventions of young scientists, a “Science Game”, several round tables on the stimulation of innovative production, panel discussions and creative laboratories were implemented.

    Forum of Young Scientists U-NOVUS

    On 2-4 April 2014 the Forum of Young Scientists U-NOVUS which is an integral part of the Tomsk Innovation Forum INNOVUS will take place in Tomsk. U-NOVUS is a new federal platform that generally focuses on the objectives and interests of young scientists. The purpose of the forum is to foster the interaction between young inventors and business representatives, development institutes, investors and customers.

    International conference "Social Sciences & Medical Innovations"

    The Center for Policy Analysis and Studies of Technologies (PAST-Centre, Tomsk State University) and the Department of Health, Ethics and Society (HES, Maastricht University) with the support from The Open Society Foundation announce a call for the International Conference «Social Sciences & Medical Innovations», 15-17 May 2014, Tomsk. The conference is organized as a collaborative endeavor between Maastricht University (the Netherlands) and Tomsk State University (Russian Federation).

    The conference is aimed at bringing together participants of the project of the European Union Centre in Siberia (EUCES), as well as scholars from Siberian universities, European researchers and representatives of EU Centres in Russia and other countries. Also invited are the Head of EU Delegation in Russia Ambassador Vygaudas Usackas and the Attache for Educational Programmes Nicola Scaramuzzo.

    Young Scientists Conference in Tomsk – German-Russian Networking in Environmental Sciences

    Renewable Energy, Biotechnology and Nanotechnology are major topics in the scientific cooperation between Germany and Russia. The dynamic shifts in the international scientific community within the last few years demand a strong support of Young Academics. To face these needs Tomsk Polytechnic University (TPU) and East-West-Science Centre (OWWZ) at Kassel University organised a special interdisciplinary conference for young scientists from both countries. From May 20th till May 22nd TPU invited the German delegation of young scientists to Tomsk (Russia) and hosted the event within its facilities.

    Triple Helix XII International Conference

    The Triple Helix and innovation-based economic growth: new frontiers and solutions. The Conference will bring together scholars and leaders in innovation, entrepreneurship, technology transfer, incubation and innovation policy from around the world. Approximately 1000 participants are expected to participate. The 2014 Triple Helix Conference will integrate highly topical contributions on challenges in each of the three spheres of the triple helix: universities, industry and government.
